Alhamdulillah, for another nice new morning to me. Hope you are all fine. The chief executive of the state choice Ministers as his/her colleague by following some conditions and the prime one is integrity to the leadership. Minister is the political head of the ministry and works upto the satisfaction of the PM. Generally , PM wants to run the ministry smoothly considering the internal and external contingencies. Government officers who are regular staff to government are always on work from secretariat to field administration and Minister is informed on all matters within his jurisdiction following the charter of duty by the secretariat staffs. In running ministry permanent officers of government work as helpful hand. The role of Ministers become significant when any initiative is taken to make policy in his/her ministry. It is better if he/she has previous idea about the basic affairs of the ministry. At the earliest he/she can order her office to prepare a report about the ministry including its origin, object, activities, programmes, projects, problems and prospects of the Ministry. He/she has some leisure to know her ministry and for further promotion of work he/she can seek experts opinion of particular sector. As our honourable PM considers power as responsibility then all others must consider this in that line otherwise the purpose will not be served. Pertinently, I can mention some words about Rail Ministry of Bangladesh from the part of passengers. It is very tough to get in and out from the train due to absence of high platform equivalent to floor of the train and short passage. The railway passengers are always on struggle to get in and out. Moreover, the more vertical ladders become dangerous to the passengers. The Rail Ministry can take projects to upgrade the platform and spacious passage considering the importance of railway stations if they want to give best service to the rail passengers. One of the chllenge comes to Minister when the recruitment procedure is underway. An honest Minister easily can handle the matter if he can give the message to the regular staff that he will not tolerate any anomaly in recruitment of personnel. If any mechanism of sharing is accepted and followed he will loss his ethical base to run the Ministry smoothly. These are opportunity as well as responsibility to serve the state and any sort of violation of rules will ruin the ministry. The minister can judge the reaction of the people about her ministry at regular intervals, can be a best tool to run the ministry. In this age of media it is very easy to get feedback. None of we are free from accountability chain. Let us work best for the overall welfare of our countrymen. May Allah bless us all and do not include us among the wrong doing people.
